The deputies of the Russian Federation adopted in the third, final reading the law “On the Unified Federal Information Register Containing Information on the Population of the Russian Federation.” It is assumed that such an information register will help reduce the time for the provision of state and municipal services, and will also help to increase the level of effectiveness of public policy.
It is known that the register will contain specific data regarding citizens of the Russian Federation, including their full name, date and place of birth, gender, SNILS, TIN, citizenship and marital status. This resource will be maintained by specialists of the Federal Tax Service, using their own information, as well as data from the Ministry of Internal Affairs, Ministry of Defense, Ministry of Higher Education and Science, etc. The task of ensuring the protection of user data will also be entrusted to the tax department. In addition, the law introduces the concept of “identifier”, which indicates “a body of information about a person in a state information resource.” Access to data on citizens will have state and municipal bodies, the IFC, notaries, election commissions, as well as the citizens themselves and their legal representatives.
The information system should be put into operation on January 1, 2023, the law itself will come into effect on January 1, 2022, and some of its norms will enter into force in 2024 and 2025. The authors of the law are confident that the information system will help in the fight against crime and fraud in obtaining measures of social support and payment of taxes, fees and other mandatory payments. In addition, the register will increase the collection of payments to budgets of all levels.
