On January 22, a working group meeting at the FAS Expert Council on Information Technologies was held to discuss the concept of the project on establishing requirements for developers. IN
The meeting was attended by representatives of FAS of Russia, Rospotrebnadzor, telecommunication operators, various associations, as well as software developers.
The project is about what equipment, how and when the mode of pre-installation of domestic software applications should be provided. It’s about smartphones, tablets, computers (before
10 kg), SMART-TV. There will be no specific registry of software.
Smartphones and tablets can have antivirus software, navigators, search engines, government access programs, and payment systems installed.
Tablets, computers, and SMART-TVs must be capable of installing audiovisual service programs as well as watching multiplex TV I and II programs.
First of all, it is proposed to provide a pre-installation mode on smartphones, taking into account the “successful experience gained from the FAS case and the Google settlement agreement”.
From July 1, 2020, pre-installation will be mandatory for smartphones, from July 1, 2021 tablets, from July 1, 2022 for PCs and from July 1, 2023, for SMART-TV.
However, some participants suggested moving the dates to an earlier or a later period. For starters, lawmakers want to equip devices with search and maps, then antivirus,
messengers, social networks and government services application. Next, it is planned to install the “Mir” payment system.
It is expected that by the end of January the working group will be sent a draft resolution. The Government’s due submission is scheduled for March 2020. To be responsible for
the former will be device makers, but retailers and distributors can do the same.
